Environmental Management of Enclosed Coastal Seas

In many parts of the world there are bodies of water that are almost entirely enclosed by land however exhibit unique combinations of saline and fresh waters. These bodies of water are called enclosed coastal seas. Examples include the North Sea and the English Channel, the Mediterranean Sea, the Baltic Sea in Europe, Chesapeake Bay in the United States of America, the Gulf of Thailand, the Bo Hai in northern China and the Seto Inland Sea, Tokyo Bay and Ise Bay in Japan.
Since ancient times, enclosed coastal seas have been known for their
great scenic beauty. In 1990, the world's first International

Conference on the Environmental Management of Enclosed Coastal Seas (EMECS 1) was held in the city of Kobe, Japan. Due to the success of the initial conference and subsequent activities, the International EMECS Center was established in Kobe in 1993.
EMECS is now recognized internationally, and activities in which scholars, government officials, industry representatives and private organizations work together to solve problems in enclosed coastal seas are now referred to as EMECS activities. Another key concept for EMECS in both international and academic circles is "governance," meaning comprehensive and joint management of enclosed coastal sea environments.

Activities of EMECS

Gather and make available information pertaining to enclosed coastal seas
Promote the conservation of enclosed coastal sea environments and contribute to the restoration of damaged habitats through
• Training and education
• Preserving natural enclosed coastal sea environments and creating new ones
• Sponsoring international conferences and otherwise promote international exchanges
Carry out other activities necessary to achieve the International EMECS Center's objectives.

Groupe d’Étude des Milieux Estuariens et Littoraux
GEMEL (Groupe d’Étude des Milieux Estuairiens et Littoraux – Study Group of Estuarine and Coastal Ecosystems) brings scientifics together in order to help individuals carrying out research in the field and in the lab and publishing results. GEMEL was established in 1981 as an organization, encouraging mutual support between members, in order to found and promote coastal estuarine research. This coincided with a growing demand for studies on intertidal and subtidal coastal areas, as a result of coastal developments and the need for proper (integrated) management. One of the first pluridisciplinary research teams on estuarine and coastal environments was built on both a scientific and social basis.
After more than twenty years of activity on the western French coast (Picardie, Haute Normandie et Basse Normandie regions), GEMEL offers a high level of experience and maturity. The group has now found its niche as part of the civil society as a link between environmental scientists, stakeholders and citizens. It is financed through members contributions, local and governmental grants, and participation in research program from local to European scales (i.e. COST 647 in the 1980’s, MOREST in the 2000s) and involves non-profit making financial management. The aims of the organization are researching (including consultancy), acquiring structured data set, proposing practical training, providing information and finally widely communicating about estuaries to a large public through a range of supports (international symposium organization, teaching, exhibitions, world wide web,…). At international level, links with global onrganizations such as EMECS provide GEMEL with a mission well beyond France and Europe.

The associative structure offers a high flexibility that can facilitate the setting up of projects and efficient communication : between each member on the one hand (through communication and so enhancement of the expertise together with institutes such as IFREMER (Institut Français de Recherche pour l’Exploitation de la Mer – French research Insitute for the use of the sea), French water agency, universities…) and politicians and managers on the other hand. The originality and strengh of the group reside in its ability to deal both with fundamental research and practical applications.

GEMEL is dedicated to methodological and inter calibration approaches and to ecological surveys. It further provides objective expertise and carries out monitoring in a long term perspective (long data series of selected parameters, mainly in the Somme, Seine and Veys). Such data is valuable face to an increasing pollution risk. It also provides knowledge of community dynamics and biodiversity in the context of the global change, helping to distinguish between « natural » and anthropogenic influences. The understanding of trends is necessary to supporting the rational and integrated management of sensitive areas such as estuaries.

 

L’Estuarine and Coastal Sciences Association
The Estuarine and Coastal Sciences Association is an international organization dedicated to the study of all aspects of estuarine and coastal marine science, and also the application of science for conservation and environmental management. ECSA is the successor of Brackish-Water Science Association wich was founded in 1971.
The association provides a platform and a forum encouraging multidisciplinarity approaches to scientific research and integrated management of estuarine, coastal and marine environments.
Although the traditionnal focus of ECSA lies in Europe, activities, interests and membership now extend to many other global regions.
ECSA is involved in the organization of one or more major conferences each year, 40 to date. The 2004/2005 conferences were held in Australia, France, England and the Netherlands. ECSA has also supported many local meetings concerning individual estuaries or coastal areas, and arranged scientific workshops from time to time.
ECSA has an associated international journal Estuarine and Coastal Shelf Science and also supports the production of a variety of other scientific publications including a bulletin for members, with two issues each year.

MEDCOAST

MEDCOAST aims to contribute to coastal and marine conservation in the Mediterranean and the Black Sea, through improved coastal management practices. This goal is pursued by enhancing scientific and professional collaboration among individuals and insti tutes (networking) in the Mediterranean & Black Sea countries, or elsewhere, for the purposes of:
Producing means to improve our understanding of physical, bio-chemical and ecological processes taking place in the Mediterranean and Black Sea coastal and sea environment, and their interactions with human activities, (research component);

Facilitating the utilization of scientific knowledge and modern management tools in achieving integrated coastal and sea management, (conferences, training programs, publications, newsletter);

Complementing and contributing to the existing efforts having similar goals, most notably those of the UNEP Mediterranean Action Plan (UNEP MAP), Intergovernmental Oceanographic Commission of UNESCO (UNESCO-IOC), the GEF Black Sea Environmental Program me (GEF BSEP), the future Black Sea Action Plan, and NATO (all components).
